This side quest can be located in the Ancient Graveyard area of the Frozen Tundra zone. This area of the Ancient Graveyard is not an area that's frequented by many players. It's a ghost town, both literally and metaphorically. The reason behind this is because the creatures that inhabit this region have an irritating habit of entrapping players in an ice ring.
