I Have Never Bought Member On Runescape

Hello folks, I have never bought member on RS gold because folks told me buying premium at reduced level is useless but today I think I am ready but not convinced. Should I purchase premium with those stats or if I wait until I've a particular level on a particular skill? Each of the penis stats are level 1... And I've completed all the free to play quest.
