So , the basic idea I would suggest that you purchase CCB and recharge chaotics with tokens. In the event that you play 2 dungeons an hour with OSRS gold 20k tokens, that's 40k tokens or about 3.6m. This is a great idea... but not everyone has 120 dungeons. I don't really have a strong team, so I get around 10-11k tokens an hour, which is roughly 0.9-1m. That's less than the money I make through other jobs.
What I'm suggesting is If you already have high range damage bonus (ie. Void) you'll need CCB since it will increase the probability of those high hits reoccurring. However, if your armour is more precise armor (ie. Armadyl) you'll require Rigour since you're already hitting so frequently, it's possible to increase the power of each hit.
The idea is that one day you'll find yourself there... or close and the tokens you earn then will be worth the same in value as they are. Therefore, while 17k tokens seem like a lot at the moment but in the future, they'll become pocket change and you'd prefer an additional 2 million dollars than 17k tokens (that can be used on Dungeoneering or xp).
At this point, your thoughts are probably made up. I've changed the question into an persuasive essay (more like a debate really). However, you're correct; the other gears you use play an enormous role in the method Jagex actually implements these bonuses and for this reason, I believe that it is too complicated to be able to justify mathematically. Damage boost by stacks of prayer over an empty... No reason that I shouldn't be able to buy RS gold use both.
