In my crew, I have four bureaucrats (well the ideal thing is to have the top ones available at any given time RuneScape Gold, I can't remember the names of other so I chose bureaucrat - basically the crew member who boosts the numbers of other crew members) crew members. there are 4 Morale, 5 Seafaring and 4 Combat crew members; 3 Merchants; and 4 unique crew members (the ones that unlock through special expeditions such as the Feral Chimera)
The crew configuration has always been a success for me, but there's more likely to be better setups. I'll probably remove the Merchants shortly and will soon be able to get more specific crew members or something since I rarely use Merchants. They were only useful when I was gathering trade items to create the armours.
Regarding Captains, I never cared much about the Speed number. I have 1 Morale, 2 Seafaring, and two Combat Captains from the top tier available right now. (actually I think I just unlocked a brand new tier but haven't seen any of the new Captains yet)
When it comes to eoc weapons, they are far more important than skill in determining the amount of damage you are able to do. Select either Strength or Attack to train without affecting the other. An attack's pure benefit comes from being able to use top-of-the-line weapons, such as godswords or chaotic maul.
